Judges chapters 1 & 2 show us that their was no new leader after the death of Joshua. We see the failures of unfaithful people who do evil in the sight of the Lord and the resulting consequences.
In Judges 17 & 18, we see the continued spiritual decline of the people of God because they have no King, no ears to hear the Word of the Lord, no heart for God, and only misguided glory-seeking.
