Jesus is the great shepherd of the sheep. The pastors and elders are under-shepherds, tasked by the Holy Spirit to “care for the church of God, which He obtained with his own blood” (Acts 20:28). The sheep are so valuable to the chief shepherd that he lay down his life for them.
