The tacti ha been to use immigration (legal and illegal) to create a new population that is not loyal to any particular country or its values. This tactic also allows them significant voting blocks of leftist since immigrants gravitate towards a society giving them aid. This has caused a class of civilization that could poetically lead to civil war or at least a cold civil war in many western countries, especially ones that have allowed huge populations of muslims into their countries.
