Job has been dealing with the first question, Is God unfair?
In chapter 23 those second two questions come to mind: Is God silent? And Is God hidden?
Chapters 23 and 24 are all one speech by Job, merely divided for convenience by the ancient Bible scholars.
Job develops three main themes in chapter 23:
Verses 1-9, Job’s longing to present his case at God's throne;
Verses 10-12, Job’s defense of his own righteous lifestyle;
Verses 13-17, Job’s fear of God as if He were his adversary.
