Luke 15 starts with two groups of people: religious leaders and moral outcasts. The religious are grumbling that Jesus welcomes sinners, or the people who are spiritually lost. In the verses that follow, Jesus uses parables to show that everyone is lost in some way or another and the only way of being found is by sheer grace.
